1.  Can I connect a PS/2-mouse via adapter to USB- or serial-Port? (top)
No, PS/2, USB and serial mice use different communication protocols and signal levels and they can't be generally used in other interface just by changing the plug. You can only connect PS/2 mouse or mouse which supports both Serial and PS/2 or PS/2 and USB. Refer to the label on the backside of your mouse. There must be printed Serial, PS/2, USB for single-port versions and Serial+PS/2 or USB+PS/2 for double-port versions.
